BICYCLE & PEDESTRIAN ADVISORY COMMISSION

Meeting of January 17, 2012

The meeting was chaired by Bob Eierman and called to order at 7:00 p.m. 

Members Present: Bob Eierman, Derek Parr, William Barry, Walter Reid, Dan May, Marian Ritland, Beth Norquist, Matt Andrews

Members Absent:   Libby Stupak

   One Commission position is currently open.

Staff Present:  Ross Spitz, Pat Ivory

Visitors Present: Jeremy Gragert

Minutes.    The minutes from the December 20, 2011 meeting were approved as written. 

New Commission Member.  New Commission member Matt Andrews was welcomed to the Commission.

Election of Officers.  The following officers were appointed by the Commission.

A. Chairperson.   Walter Reid moved to nominate Bob Eierman as Chairperson.  Beth Norquist seconded the motion.  The Commission moved to cast a unanimous ballot for Bob Eierman.  All votes were in favor.  Motion carried.
 
B. Vice-Chairperson.  Beth Norquist moved to nominate Derek Parr as Vice-Chairperson.  Dan May seconded the motion.  The Commission moved to cast a unanimous ballot for Derek Parr.  All votes were in favor.  Motion carried. 

C. Secretary.  Beth Norquist moved to nominate Walter Reid as Secretary.  Derek Parr seconded the motion.  The Commission moved to cast a unanimous ballot for Walter Reid. All votes were in favor.  Motion carried.

1. Discussion of Tentative 2012 Street Improvement Program.  The Commission continued their discussion from the December meeting regarding the tentative 2012 street improvement program.   The program includes 36 proposed projects, plus reconstruction of First Avenue to the east of the Courthouse.  Ross Spitz reviewed a number of the projects and obtained input from Commission members on suggested accommodations for pedestrians and bicyclists based on the City’s Bicycle and Pedestrian Plan.  Ross noted that Commission comments would be included in the Engineer’s Report for each project.

2. Update on Draft Ordinance Provisions for Bicycle Parking.  Pat Ivory discussed the draft ordinance provisions relating to requiring bicycle parking for new development.  The provisions include design standards for the bicycle parking spaces and standards for required bicycle parking spaces to be provided.  Pat indicated that the Plan Commission discussed the draft ordinance on January 16th and generally supported the concept of the ordinance.  They suggested several revisions which Pat will address and bring back to BPAC at their February meeting for discussion.

3. Other Updates and Future Agenda Items.

A. None.
