BICYCLE & PEDESTRIAN ADVISORY COMMISSION
Meeting of December 20, 2011
The meeting was chaired by Bob Eierman and called to order at 7:05 p.m.

Minutes. The minutes from the November 15, 2011 meeting were approved as written.
1. Discussion of Commission Vacancy. Pat Ivory informed the Commission that the City Council had appointed Matt Andrews to fill one of the two vacancies on the Commission. The second vacancy remains unfilled. Pat indicated that he had contacted the Barrier Busters organization to inquire as to whether someone would be interested in serving on the Commission. The Commission again noted that it would be beneficial to have a Commission member knowledgeable with pedestrian issues related to persons with physical disabilities. Pat indicated that he would contact the Barrier Busters again and also call organizations such as the Senior Center.
2. Update on Draft Ordinance Provisions for Bicycle Parking. Pat distributed a copy of the draft ordinance provisions relating to requiring bicycle parking for new development. The provisions include design standards for the bicycle parking spaces and standards for required bicycle parking spaces to be provided. The required spaces are based on a percentage of the required vehicle parking. The draft includes changes made at the November meeting and comments sent to staff. At the November meeting, the Commission had directed that the provisions be forwarded to the Plan Commission for discussion. It was decided to have the Plan Commission discuss the provisions at their January 16th meeting.
3. Update on State Bill 265/ACT 73 Related to Bicycles and Mopeds. Ross Spitz reviewed the provisions of Assembly Bill 265 that relates to bicycles and mopeds. The bill has recently signed by the Governor and will take effect on March 1, 2012.
4. Presentation of Tentative 2012 Street Improvement Program. Ross Spitz and Brian Amundson provided an overview of the tentative 2012 street improvement program. The program includes 36 proposed projects, plus reconstruction of First Avenue to the east of the Courthouse. Ross and Brian discussed each project, but noted that detailed plans had not started for any of the projects, therefore, specific accommodations for pedestrians and bicyclists have not been determined. The projects will be discussed further at January’s meeting.
5. Other Updates and Future Agenda Items.
A. Sustainability Fair. Dan May informed the Commission that representatives from the Sustainability Fair to be held on August 11th had contacted him indicating an interest in having BPAC sponsor a booth at the fair to promote pedestrian and bicycle related issues. The fair will be held at the Eau Claire County Expo Center.
