How to Apply for a Sanitary Permit

Sanitary permits are required before installing, repairing, altering or reconnecting any septic system. To apply for a sanitary permit, proceed as follows:
  1. The first step is to have a soil test by a certified soil tester (CST).
    • The CST should provide you with a copy of their results and can also explain the options.
    • The CST must submit, to the Health Department, within 30 days of completion, and original soil test.
    • A filing fee must paid prior to review and filing of the soil test. For information on fees, contact us.

  2. The soil test is submitted to the Health Department for review.
    • An on-site verification by the Health Department is required if an at-grade, mound with less than 24 inches of suitable soil conditions, or a holding tank is indicated by soil conditions.
    • The soil tester is responsible to arrange this on-site verification.

  3. Next, the owner must contract with a licensed plumber to design the system based on the soil test.

  4. Next, the plumber submits the plans to either the Health Department or the Department of Commerce (see Systems list in #5 below).
    • The plumber is responsible to submit these plans for approval.
    • Plans for approval, must include:
      • Application (see #6 below)
      • Soil Test (see #1 above)
      • Signed Index Sheet
      • Plot Plan
      • Component Plan View and Cross-Section
      • System Specifications and Calculations
      • Filter Specification and Maintenance Requirements
      • Piping Detail
      • Pump Tank Cross-section and Pump specifications
      • Owners Manual and Management Plan

  5. Plans for all systems listed below can be reviewed by the Eau Claire City-County Health Department. Systems included:
    • One/Two family Dwellings (Non-Pressure)
    • One/Two family Holding Tanks (flow rate/day max. < 1,000 typ.)
    • Commercial Holding Tanks (flow rate/day max. 3,000)
    • Commercial Non-pressurized In-ground POWTS (flow rate/day max. 5,000)
    • In-ground Pressure POWTS (flow rate/day max. 1,000)
    • Mounds (flow rate/day max. 1,000)
    • At-grades (flow rate/day max. 1,000)

  6. The sanitary permit application signed by the plumber is submitted to the Health Department along with the soil test report, plumbing plans and permit fee.
  7. The Health Department will act to issue or deny the permit.
    • When permit is issued, the Health Department will contact the appropriate Town or County Officials and mail out copies to the owner and plumber.
    • If the permit is denied or inadequate/incorrect information is provided, the owner will be notified in writing.

  8. The contractor contacts the Health Department to arrange for any/all necessary inspections and permission to cover.
