The Special Services Bureau has a unique function within the police department. The officers in the bureau focus on public and media relations, employee training, and safety education for youth. In 2008, a new Crime Analyst position was added.

The bureau has two part-time grant funded positions that act as a liaison between the police department and the community. The Coalition for Youth Project Coordinator and the Hmong Community Liaison positions are non-sworn positions that work with public and private businesses to improve the overall effectiveness of the police department in carrying out its mission to serve the public.
