Rules & Regulations 

  • Pavilion reservations may be schedule for any time period during normal park hours (4AM-11PM). Reservations are accepted Monday-Friday in our office or online up to 5 days prior to the event date.
  • Pavilion Reservation forms must be completed for exclusive use of pavilions.
  • Reservation time must include set-up and clean-up time.
  • Reservations are for pavilions/shelters only and do not include surrounding areas in the park. The Parks and Recreation Division reserves the right to schedule other activities or events in the park.
  • Parks staff will clean pavilions as needed an hour before scheduled reservations.
  • Decorating: No tape, nails or other adhesives (tying up decorations is allowed).
  • Food/Catering services: User is responsible for making sure vendors protect the ground surfaces and hauls away all waste from food preparation (i.e. grease, oil, food remnants, etc.)
  • Political groups, marches or demonstrations need to contact the Police Department (715) 839-4975.
  • Music/Amplified Sound must end at sunset in Phoenix Park. Noise ordinance violations are addressed on a complaint basis. Events in violation may be shut down.
  • Inflatables: Groups bringing any type of inflatable to your event need to notify the Parks and Recreation Division prior to the event date.
  • Tents with stakes are not permitted without approval from the Parks and Recreation Division.
  • A $30 Utility Locate Fee is charged for any tent (or other structure) with stakes going in to the ground (paid to Parks & Recreation). Additional fees will be assessed if any damage is done to water or electrical lines that are created by tent stakes.
  • A $52 Tent Application Fee (paid to the Fire Department) is charged for any tent larger than 250 square feet (Tent Permit Guidelines & Application Form).   
  • A tent larger than 250 square feet makes your event a special event, however weddings are an exception to this rule (Special Event Application and Process).
  • At Rod & Gun Park one tent is allowed. Tent size is limited to 20' x 30' square feet. This will accommodate approximately 40 guests seated.
Fire Pit Policies
  • Elevated fire pits are allowed, but must be provided by the user or user group.
  • Burning Permit is required from the Fire Department prior to the event.
  • Users must notify Parks and Recreation Division of intent to use a fire pit.
  • No open flames are permitted under the pavilion or within 25' of other combustible material.
Alcohol Regulations
  • Alcohol is not allowed under any circumstances at any neighborhood park or Owen Park.
  • If you are requesting alcohol (any type) at your event in Phoenix Park or you are requesting beer kegs (up to 2) or intoxicating liquor at your event in Carson Park, Mt. Simon Park, Riverview Park or Rod & Gun Park you must complete an Alcohol Request Application. For more information on keg policies and the Alcohol Request Application click here.
  • Carry-ins and bottles of wine or fermented malt beverages (beer) are allowed at Carson, Mt. Simon, Riverview, and Rod & Gun. Limit of 48 ounces per person.
Pavilions/Shelters Rental Fees
Reservation Times
  • Patrons may reserve pavilions Mondays through Fridays for any time period during normal park hours (4:00 AM - 11:00 PM)
  • Reservations are hourly during normal park hours.
  • Parks staff will clean pavilions as needed an hour before scheduled reservations.
  • You will be charged for a maximum of 8 hours. If reserving a pavilion/shelter for 8+ hours, please mail/fax or reserve in person.
Refund Policy
  • A $5 administrative fee will be deducted for all cancelled reservations.
  • Refunds will only be given when notice for cancellation is received 5 business days prior to the event.
  • Refunds will not be issued due to rain-outs or inclement weather. 
  • Refunds cannot be issued online, you will need to contact the Parks Division. Call 715-839-4649 or email

Keys for Access
There is a $25 deposit for all key check-outs. Keys must be returned within 7 days to get the deposit back.
Below are the facilities that require a key for access. These must be picked up at our Parks Office (910 Forest Street) during business hours.

  • Carson Birch Pavilion (gate)
  • Owen Park (bandshell/electrical)
  • Phoenix Park (lights/electrical)
  • Rod & Gun Pavilion (gate) 
  • All neighborhood park shelters/pavilions
