Process 

Submit the Form

Wisconsin Statutes and City Code of Ordinances Section 13.10 require that a R-O-W Permit Form (pdf) be completed and a permit obtained prior to any excavation made in a street, alley, or public area within the City of Eau Claire. Follow the instructions below to get the form completed and obtain your permit from the City of Eau Claire. You may also pick up a form in the Engineering Department.

  1. Right-click the "R-O-W Permit Form (pdf)" link above and select Save link as... (if using Chrome) or Save target as... (if using Internet Explorer).
  2. Open the saved form and complete it.
  3. Click Submit Form and then save the form by selecting Internet Email.
  4. Attach your completed form to an email message and email it to jodi.nuenke@eauclairewi.gov. If you do not receive a response within three (3) business days, please call 715-839-4934.

Submit the Application Fee

The application fee is $37.00. 

This fee is for any person working or excavating within the right-of-way of a street, alley, or public place within the City of Eau Claire and must be paid at the time of application. The permit will not be paid or issued if the fee is not paid at the time of application. The exception to this is if the business has monthly billing approved.

Monthly Billing

Monthly billing may be requested and approved for a business that submits a substantial number of permit requests throughout the year. The City then prepares a billing and lists the issued permit numbers for these approved businesses each month. A permit application fee is not required to accompany the permit request prior to processing and being issued if monthly billing has been approved.

Do contractors performing excavation work while under City contract have to pay a fee?

Contractors performing excavation work while under City contract are not required to obtain a permit for such work unless a permit is specifically required by the City.
