The City of Eau Claire has prepared DRAFT of the 2017 Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant program and the HOME Investment Partnership program for the period from August 1, 2017 to July 31, 2018. In order to qualify for federal funds, the City of Eau Claire must file these reports with the U.S. Department of Housing and Urban Development.
A draft copy of the report is available at the City of Eau Claire Housing Division, 2020 Prairie Lane, Eau Claire or at the City of Eau Claire’s website www.ci.eau-claire.wi.us/housing-division/community-development-block-grant. Citizens are invited to submit comments to the City of Eau Claire Housing Division, City Hall, P.O. Box 1186, Eau Claire, WI 54702-1186, or call Jennifer Frueh at (715) 839-6108 prior to October 15, 2018, or attend Staff Public Hearings on Wednesday, October 3, 2018 at 10:00 a.m. or 3:30 p.m., or Thursday, October 11, 2018 at 3:00 p.m. in the Muskie Conference Room of City Hall, 2020 Prairie Lane, Eau Claire, Wisconsin.

As an Entitlement Community, designated by the United States Department of Housing and Urban Development (HUD), the City of Eau Claire provides grant assistance for local projects through use of Community Development Block Grants (CDBG). Each year, organizations may apply for funding to implement activities that meet:
- Goals and Objectives defined in the Five-Year Consolidated Plan
- 2018 CDBG/HOME Income Guidelines
- Eligible Criteria as Established by HUD (see CDBG Policies)
CDBG Awards Process for the City of Eau Claire
The CDBG Grant Year operates on an August 1st to July 31st calendar. In order to be prepared for an August 1st start, the sub-recipient application process generally begins in January and ends with the awards being announced in late May or early June.
